You do not need to be an expect but it is a requirement you know something of the things you will get involved with. Check out some of these things below.

Water. If it has no water, keep moving and look for something else. You need it though you are not going to stay there yet. But when you plan to do something, it plays a vital role to all the people living in the area and especially those workers you hire. It does not matter what you want to build. May it be a residential house or a farm. The plants, animals needed them as well. So they will not die and will survive.

Sewer. Check if there is a drainage and septic tank already or create one. So you could start building a bathroom. You have to start making one right away. Even if you do not live there yet. But the workers who are working in making the house needs it very much. They cannot go somewhere to take shower and to pee.

Electricity. If the area is located in the mountain but not a reason they do not have the power. See to it that it has the power. Most people cannot live without light. And you will never be safe in dark places. You never know if there are bad guys around. You should hire an electrician right away to do all the wiring inside.

Road maintenance. Some places may be covered with snow during the winter. You can ask the seller who will do the maintenance and if you need to pay. Usually, if the government does it, then the people living in the area is not required to pay. If it is a private company, then you can negotiate with them so you know the amount.

Zoning. Always know the measurement of the land you own. So when you start building your own, it should be within your area. Going beyond is against the law and the neighbors could sue you. Make you sure to avoid it.

Taxes. This is required in all states. Especially in this area. Everyone are required to pay. It is not necessary if the lot you own has no income, residential or anything. If it is a vacant one, the law advises you to put up something in there. Because you only pay certain amount of the house and not the cost of the entire lot.

Fire hazard protection. Make sure the area is free from fire. Put something that will prevents your properties from fire. And even a vacant lot. Fire extinguisher would do and more.
